No, the number of slots can be freely set in the server management panel. The only limitation is the server's technical parameters.
We do not recommend running mods on Standard packages – due to shared resources, modded servers may run unstably. If you plan a modded server, we recommend our Minecraft Premium Servers, where you have dedicated resources.
